Govt to use armed forces to stop illegal fishing in L.Victoria

The government is preparing to deploy soldiers from the Tanzania People's Defence Force (TPDF) on Lake Victoria in a move to combat illegal fishing activities, which have become rampant.

The wanton practice has led to reduction of number of fish in the lake, forcing some fish factories to close down.

Speaking in an exclusive interview with The Guardian on Monday, Livestock and Fisheries Development deputy minister Kaika Telele said the government has finally decided to involve all the armed forces’ departments - TPDF, Police Force, Prisons, and auxiliary police in combating the menace.

Telele said the decision comes after the government established that similar measures taken by Ethiopian and Ugandan governments proved successful.

“Uganda and Ethiopia have successfully curbed illegal fishing in their respective countries. This has led us to decide to borrow a page from the two in order to save our country,” he said.

Telele pointed out that armed forces will conduct strategic operations that will control fishing in the area. 

Illegal fishing, whether large or small scale, is responsible for the depletion of this natural resource, which is so precious to millions of Tanzanians, Ugandans and Kenyans living around the Lake.

Manase Sanga, who is an official of Tanzania Fish Processors Limited (TFP), warned that if strong measures are not going to be taken to end illegal fishing, many fish processing factories will close shop.

“A fish factory cannot operate if there are no fish in the lake. Illegal fishing activities are decimating all the future fish that are not supposed to be fished. It’s high time the government addressed this matter and ensured that those implicated are punished accordingly,” he said.

He noted that the number of fish in Lake Victoria has fallen drastically and the fishing industry is bound to collapse unless the government intervenes.
In recent years, he said, perch species which are mainly for exportation, have decreased than ever before.

He added that the government needs to support ongoing initiatives to sensitise local people on good fishing practices and use of legal fishing gear as specified in the Fisheries Act, 2003.

“Although processing of under size Nile Perch is prohibited by law, there are some stakeholders who accept it and encourage its harvesting. We cannot process a perch with less than 50 centimeter,” he said.

Some of the fish processing factories that are in Mwanza are Vic Fish Ltd, Tanzania Fish Processer Ltd (TFP), Nile Perch Ltd, Victoria Perch Ltd, Omega Ltd and Tan Perch Ltd.

More than five million people are involved in fishing activities in Lake Zone with money circulation in Mwanza Region to the tune of 600m/- a day.

According to scientific research, Nile perch yields in past years were 1,000,000 tonnes, but a 2010 study shows that there were only 380,000 tonnes fished out per year.

First Lady challenges parents to teach girls reproductive health education

The First Lady, Salma Kikwete, has challenged parents in Tanzania to complement teachers’ efforts in providing reproductive health education to school girls in an effort to curb early marriages and child pregnancies.

THE First lady, who is also the Chairperson of Women and Development Foundation (WAMA), made the call early this week in Dar es Salaam when launching a new campaign dubbed ‘Jilinde Utimize Ndoto Yako’.

She said parents should know that they have a role in addressing child pregnancies at a family level through talking and teaching their girls on reproductive health matters.

“Majority of the parents have left this big task to teachers without knowing that they are also responsible,” the first lady noted.

“Child pregnancies and early marriages can be controlled if parents are fully engaged in educating the girls…this can be done by talking and giving them tips on maternal health,” she added.

She said it is important for the girls to know their value in society and to also plan who they want to be in future.

“Girls need to be told clearly that they don’t have to engage in sexual relations while at school,” she said.

She decried the fact in Tanzania, 13 per cent of girls under the age of 15 are already engaged in sexual relations.

Dar es Salaam Region Commissioner Said Meck Sadick said Dar es Salaam as many other cities in the country faces high school drop rates due to early pregnancies.

Sadick noted that statistics from the Ministry of Health and Social Welfare show the number of child pregnancies in Dar es Salaam Region has increased from 11,419 in 2012 up to 21,042 in 2013.

He mentioned some of the reasons that contribute to child pregnancies as long distance from home to schools which makes the girls vulnerable.

He said the government is working on plans to have public school buses and increase construction of dormitories for girl’s secondary schools.

Engender Health Technical Director, Feddy Mwanga noted that 53 per cent of children aged 19 years get pregnant every year. He said the occurrence disrupts their future because they are then forced to drop from school.

She said that situation has contributed to the increase of premature babies due to the fact that the young girl’s reproductive organs are not matured enough to carry a baby.

She said the organisation has managed to increase the number of youths accessing maternal health education from 30 per cent on 2009 up to 80 per cent this year.

Mwanga said they will continue providing support and giving maternal health education in every school across Dar es Salaam as a way of fighting against early pregnancies.

Another suspected impostor arrested at MNH

A suspected imposter was arrested yesterday in Dar es Salaam at the Muhimbili Orthopaedic Institute (MOI) where he was allegedly found in doctor uniforms and not only attending to patients but also soliciting funds from them.

MOI Director Dr Athuman Kiloloma told the press that this is actually the second time suspect, Dismas Macha (35) is arrested at the hospital.

“The MNH security arrested Macha as he attended to patients at around 9am yesterday morning while other doctors were also making their rounds,” he explained.

 “The hospital management was informed about his dubious activities and his picture was put up on all notice boards to alert the public,” Dr Kiloloma said.

 “Macha would enter the hospital gates while in normal attire but would later on change to doctors’ uniform but today, the auxiliary police saw him entering and followed him up to the wards where he started attending to patients while in the doctors’ uniform…that when they apprehended him,” Dr Kiloloma told the media.

Dr Kiloloma, the suspect was not only attending to patients but also collecting money from both the patients and MOI workers.

“Macha is neither an employee of MOI nor a doctor by profession, but he has pills for abortions and equipment meant for such activities,” Dr Kiloloma went on to reveal and pointed out that the suspect also had on his person, patients’ files and other hospital documents.

According to the MOI Director, the fact that they arrested Macha with the files, tools and medicines, it is a clear sign that he was illegally assuming the role of a doctor.

When asked as to where he got the documents, medicines and hospital equipment, Macha did not give a clear answer.

“I am not a doctor and am here to visit my in-law who is a doctor,” he defended himself, still in clad in doctors’ uniform.

Macha told newsmen that he was collecting the money so as to get transport fare for his wife who he claimed is undergoing treatment in India.

Macha was subsequently handed over to the Salender Bridge Police Station where he is been held for interrogation.

In February this year, another man believed to be a fake ‘doctor’ and identified as Kitano Mustafa Kitano, alias Dr Nyirabu, was also arrested by the hospital’s auxiliary police after its management was informed about his alleged activities by good Samaritans.

MNH senior public relations officer Aminiel Aligaeshi told journalists then, the self proclaimed doctor was also allegedly coning money from the patients and the public in general.

A victim of the play was one Hussein Haji who had a patient at the hospital and received a call from  the dubious ‘Dr Nyirabu’ informing him of a driver’s post at the hospital.

‘Dr Nyirabu’ allegedly informed him that the applicant was required to present a driving license and a Secondary Education Certificate and that the post attracted a salary monthly of 570,000/- and a 90,000/- allowance daily.

Hussein could not meet some of the requirements and that ‘Dr’ Nyirabu allegedly asked for 200,000/- to ‘assist him.’

 Hussein didn’t give him the money and instead reported the matter to the MNH management and he was arrested.
